Scrap metal shipping across borders needs more detail than a commodity label and a gross weight. Clean production offcuts, mixed demolition scrap and end-of-life equipment can have very different acceptance requirements. Before agreeing a freight price, establish exactly what the cargo contains and how the origin, transit and destination authorities classify it.
This article covers legitimate commercial shipment planning. A resale value or recycling purpose does not automatically mean material is treated as an ordinary manufactured product.

Scrap metal shipping: describe the material before requesting equipment
Prepare a cargo profile identifying ferrous or non-ferrous metal, the commercial grade, source process, physical form and contamination level. Include clear photographs of a representative batch and the packed cargo. State whether it is loose, baled, shredded or in bundles, and disclose any non-metal components.
The packing list should separate grades instead of combining them into one “scrap” line. A receiver buying sorted aluminium offcuts may reject material containing steel, oil, plastic or other inclusions, even where a customs declaration has been accepted.
Resolve waste classification early
The Basel Convention operates controls for covered transboundary waste movements, including notification and consent procedures. Its control-system overview is a starting point, not a blanket approval for any scrap shipment.
Obtain a destination-specific assessment from the competent authorities and a qualified broker. Confirm whether export, import or transit permissions apply to the actual material. Carrier acceptance is a separate decision. Do not book on the assumption that a neighbouring country or previous buyer followed the same process.
Plan around weight, sharp edges and unloading
Scrap may reach weight limits before it fills a container. Obtain an equipment and road-weight assessment using the actual gross weight and loading layout. Protect container floors and walls where necessary, and have the securing method approved by a competent cargo packer.
Ask the receiver how it will unload the shipment. A container packed for easy loading at a scrap yard may be difficult or unsafe to empty at the destination. Align lifting access, bundle dimensions and unloading equipment before stuffing begins. The CTU Code provides the international packing reference.
Keep commercial and shipping records aligned
- Specify grade, composition, origin process and agreed quality tolerances.
- Record actual package count and verified gross cargo weight.
- Retain photos, weighing records and any inspection results.
- Confirm required waste-movement or environmental approvals before dispatch.
- Match consignee, destination and material descriptions across documents.
If an independent survey is part of the sale, agree its scope and timing in writing. A loading survey, a weight check and a chemical analysis answer different questions and should not be treated as interchangeable.
What changes the freight price?
The important variables include density, container type, stuffing arrangements, yard access, handling equipment, route and acceptance conditions. Inspection, cleaning or damage-related exposure also needs discussion. Request written inclusions and exclusions rather than comparing a single headline rate.
For a heavy consignment, ask about a suitable containerised or breakbulk assessment instead of assuming standard container capacity. Start with our sea freight services and customs clearance guide.
Scrap metal shipping: trader booking checklist
Use this checklist with the supplier and receiving importer before requesting a firm booking. The transport proposal should identify who supplies each item and which details remain subject to confirmation.
| Planning item | Information to prepare | Why it matters |
|---|---|---|
| Grade and source | Separate ferrous and non-ferrous grades; identify the production or recovery process. | A buyer purchasing sorted material needs a matching shipment description and agreed quality tolerance. |
| Physical condition | Show whether the scrap is baled, shredded, bundled or loose. Disclose oil, residue and non-metal inclusions. | Photos support acceptance and packing review but cannot establish composition or legal classification. |
| Weight and loading | Provide verified gross weight, bundle sizes and the proposed loading distribution. | Heavy dense material can reach equipment or road limits before using all available volume. |
| Receiving capability | Confirm the unloading method, lifting access and rejected-load process. | A loading plan must work at the receiving yard as well as at the supplier. |
Keep one agreed shipment brief for the supplier, freight desk and receiver. If a quantity, packing method or receiving location changes, circulate the revised brief before equipment or collection is confirmed. Retain the accepted quotation and its exclusions alongside the final packing list so that responsibility for each service remains clear.
Have a shipment ready to discuss?
Send grade-by-grade quantities, source process, composition information, representative photographs, packing form, weights and the full route. Include any existing authority assessment and describe what the buyer will do with the material.
Common trader questions
Is all metal scrap hazardous?
No single answer covers every grade and condition. Classification must consider composition, contamination and the rules of the countries involved.
Can a photograph replace a material declaration?
No. Photos support the review but do not establish chemical composition, legal waste status or required permits.
What is needed before quoting?
Send the grade, composition, photographs, weight, packing form, route and available approvals through the enquiry form. Shipment acceptance must be confirmed before collection.
Confirm the origin, destination and delivery scope
For scrap metal shipping, give both the loading location and the final receiving address. Compare direct and connecting options only after the cargo and route have been accepted. An estimated main-carriage transit does not include every collection, border, inspection or delivery step.
Explore the Vortex Shipping global network and request a route-specific assessment. Dubai is a relevant hub for some movements; the enquiry should identify the actual origin and destination rather than assume every shipment starts or ends in the UAE.
Request a scrap freight assessment
Send grade-by-grade quantities, source process, composition information, representative photographs, packing form, weights and the full route. Include any existing authority assessment and describe what the buyer will do with the material.
